Technically, the college football coach can be penalized for this conduct. However it is part of the tradition of college football to allow a very wide latitude before penalizing a coach for Unsportsmanlike Conduct. In my experience, a coach will not get penalized for arguing a call so long as he does not 1) contact the official, 2) get personal (e.g. YOU are a moron), 3) question the officials’ integrity (How much are they paying you to make such calls?), or 4) clear the field when asked to do so by the official so the next play can be run.
Also, there is no rule that specifically allows a college football coach to be ejected.
